WHAT’S A CLERIC?
A cleric is the communicator between each district (1-10) as to what changes should be Implemented in the server. They are also in charge of decision’s regarding their district’s policy on coalitions with other districts (aka a voting block to have more power and votes)

Responsibilities as written in the constitution:
1.  Represent district interests at monthly council meetings.
2.  Communicate relevant information about proposed server changes back to their group via their dedicated Discord channel.
3.  Decide which ideas/proposals from their group are formally submitted for consideration each month.






Constitution of Metropole SMP

PREAMBLE
We, the members and administration of Metropole SMP, establish this Constitution to create a thriving, respectful, and fair community. This document serves as the immutable foundation governing the rules, roles, and governance procedures on the server. It aims to protect players’ rights, maintain order, ensure transparency, and foster community involvement through democratic principles.


Article I: Fundamental Rules


Section 1: Player Conduct
All players are required to:
  • Treat others with respect, fairness, and kindness.
  • Refrain from harassment, bullying, hate speech, discrimination, or griefing.
  • Maintain integrity by not exploiting bugs, glitches, or external software to gain unfair advantages.
Section 2: Server Integrity
  • The use of hacks, unauthorized mods, and duplication exploits are strictly prohibited.
  • Players must immediately report exploits or vulnerabilities to the server staff.


Article II: Roles and Responsibilities


Section 1: Public Roles
  • Civilian: Basic gameplay, without governance rights.
  • Premium+: Subscribers with voting rights and additional in-game perks.
  • Cleric: Represents their group’s interests, voting in monthly council meetings and facilitating communication between administration and players.
Section 2: Staff Roles
  • Supreme: Oversees all server operations. (places deciding vote when cleric’s are locked 5 to 5 on votes)
  • Admin: Manages server moderation, including banning and unbanning.
  • Moderator: Assists with moderation, limited enforcement actions.
Article III: Governance Structure


Section 1: Group and Cleric System

  • Metropole SMP comprises ten distinct groups, each with unique themes and identities.
  • Each group elects a Cleric, typically the longest-serving, active member.
  • Clerics organize and represent their groups, facilitating monthly proposals and discussions.

Section 2: Monthly Voting Procedure

  • Voting follows a structured four-phase monthly process:
    1. Group Discussion Phase: Groups deliberate internally.
    2. Proposal Submission Phase: Clerics submit selected proposals.
    3. Cleric Council Voting: Clerics vote via Ranked Choice Voting to narrow down proposals.
    4. General Voting: Premium+ subscribers vote on final proposals for server-wide implementation.

Section 3: Implementation and Transparency

  • Winning proposals must be transparently announced and implemented within 30 days.
  • Records of all proposals and voting results are archived publicly.

Article IV: Amendment Procedure

  • This Constitution is immutable in its core principles but amendable through a structured democratic process.
  • Amendments require unanimous approval by the Cleric Council and a supermajority (75%) vote by Premium+ subscribers.

Article V: Discord Integration and Security

  • Discord serves as the primary platform for communication, voting, and transparency.
  • Voting security is ensured via verified bots and role-restricted access.
  • Audit logs and transparency measures must be consistently maintained.

Article VI: Enforcement and Accountability

  • Staff have authority and responsibility to enforce server rules fairly.
  • Appeals procedures must be clearly outlined and available to all members.



RATIFICATION

This Constitution takes immediate effect upon ratification by the Supreme Administrator and unanimous approval by the inaugural Cleric Council.
Established for the perpetual benefit and engagement of the Metropole SMP community.
